Agenda was founded by John Dow and Gayle Page in late 1984 with the first issue being printed in early 1985. Over the next five years the magazine became a quintessential part of the city's 'fourth estate', providing news, reviews, event listings and keeping Wellingtonians informed with what was happening in their city during a period of enormous change. The magazine made a special effort to support the arts community and small businesses and offered free listings to many groups. Available as a 'freebie', up to 20,000 copies of the magazine was distributed to to cafes, hotels and or could be picked up from wire-rack stands throughout the city.
