The Mayor and Councillors of Wellington at the opening of the Kilbirnie tram line. Tram no. 47 would be the first to travel between the city and Kilbirnie using the newly-built Hataitai Tunnel.
Those pictured include F.S. Hoy (the driver, who is standing on the left), and George Ernest James (traffic manager), Stuart Richardson (tramways engineer), Mayor T.W. Hislop, and Councillor Murdoch, who are gathered to the right.
