Produced for Hutt Railway Workshop workers (though with a likely readership well beyond this group) this issue of the Railway Workers Gazette opens with a feature article reviewing the then-current state of the 1951 waterfront lock-out and the opinions of various politicians and other unions groups. As emergency regulations passed by Sid Holland's government made the any published comments supporting the locked-out watersiders illegal, the editors and publishers of the newspaper were not actually able to state their own opinions without breaking the law and risking imprisonment. However, the nature of the comments quoted from other sources and their disquiet at the nature of the emergency regulations make it clear that they were largely in support of the waterside workers.
