Ministry of Works surveyor Mr N L Masters takes a reading on a theodolite on the summit of Hawkins Hill. A road had just been cut and the top of the hill leveled to allow the building of the air traffic control radar facility associated with the construction of Wellington Airport which opened in 1959.
